@upperwestbruin@lurkeel00 Aside from moving the goal posts from being forced to sign an NC to the enforcement of one, it obviously has an effect. The whole purpose is to scare low-wage employees from looking for better paying work with the experience they've gained.

@jeffprattthoma1@byrnes_kath@ryangrim You don't understand the different between rent controlled and stabilization. The rent stays stabilized whether someone new moves in or not. Controlled is a whole different thing.
@KayeSteinsapir@ryangrim It's rent stabilized not rent controlled. The purposeful misuse of these terms is insane. All rent stabilized means is that landlords can only raise the rent X% per year, set by some governing board. It accounts for like 40% of apartments in NYC.
