Congress passed a law ordering the State Department to spend $9.4 billion on global health and more than $5 billion on humanitarian aid, covering HIV treatment, tuberculosis, malaria, and nutrition for starving children.
This was no suggestion, it was the law of the land. The President signed it.
Now ProPublica reports the administration is simply refusing to follow it.
By the end of March, of more than $9 billion Congress directed for global health, the administration had obligated just $190 million, which is 5% of the normal pace.
Russ Vought, the dangerous, unaccountable extremist who runs the Office of Management and Budget, is labeling money “unallocated” so they can sit on it until the clock runs out and the funds expire. Letters from Congress go unanswered, required reports go unfiled, clinics close, and people die, including children.
The Constitution gives Congress the power of the purse for a reason, and when a President takes money we lawfully appropriated and decides on his own which laws to obey, that is not policy, that is a President placing himself above the law.
I sit on the Appropriations Committee, where our job is to decide how this government spends its money on behalf of the people who sent us here.
I will not stand by while this administration treats our votes as optional and human lives as expendable.

@NicoPerrino The rules are not trying to protect children and the public. The rules are trying protect governments and store owners from liability & trying to keep insurance rates low.
Now that moves online, with the bonus of selling our data and using it to build a surveillance state.
