It seems to me New York, California and other blue states, crank up taxes and fees to make it difficult to afford to live there. Then they convince them that the government is the solution (socialism). When their economies collapse they will blame wealth individuals because they can afford to leave.

The Social Security Trust Fund is projected to run dry by late 2032. It currently holds ~$2.56 trillion in Treasury IOUs that the government must repay by borrowing even more.
