Grootschalige import versnipperde bossen zeker niet uitgefaseerd in Nederland. Integendeel.
Ontbossing en Bosdegradatie nemen toe.
Nadat Nederland in 2024 nauwelijks bos (in de vorm van versnipperde boomstammen) uit Estland importeerde, werd in januari dit jaar (2025) meer dan 97.000 ton bos voor biomassa naar Rotterdam verscheept.
De industriële houtimport voor biomassa is dus zeker niet uitgefaseerd in Nederland.
Vanaf de Russische invasie in Oekraïne verschoof het 'brandpunt' van grootschalige houtimport voor biomassaverbranding vanuit de Baltische Staten grotendeels naar de VS. Grote hoeveelheden (meestal 30.000 ton per lading/ staat gelijk aan ca 30.000 bomen) worden wekelijks via bulk carriers naar Rotterdam verscheept om te worden verbrand voor onze energie door RWE.
Als we iets verder en breder terugkijken, in de periode 2010-2024, zien we een aantal opmerkelijke ontwikkelingen:
⇛Het grootste deel komt uit de VS sinds 2021
⇛Sinds 2021 (invasie Rusland in Oekraïne) drastische verschuiving van Baltische Staten naar de VS
⇛Ook houtpellets uit Canadese oerbossen
Herkomst houtpellets uit Canada (British Columbia) bedraagt 216k in 2024
⇛Opvallend, ook veel nieuwe import vanuit Maleisië en Vietnam. Samen goed voor ongeveer 20% van de import. Ontbossing is het gevolg.
⇛Naast de VS, Maleisië en Vietnam, ook sterke toename van import vanuit andere non-EU landen
⇛In 2022 besloot het Nederlandse kabinet tot een onmiddellijke subsidiestop van 'nieuwe' overheidsgelden (https://t.co/9Uf22gUL4C)
⇛Dit betekende echter niet, wat velen nog denken, dat de biomassa-industrie aan het afnemen is, of zelfs gestopt is. Integendeel
⇛ Overheidsgelden voor biomassa blijven, ondanks deze subsidiestop in NL, doorlopen tot minimaal 2027. De grootste bulk van de stimuleringssubsidies biomassa (SDE) zitten in deze bestaande, langlopende subsidies. Het maximum rond 2021 ligt op ca 3 miljoen ton/jaar;
⇛Volgens RWE wordt via BECCUS nu ingezet op 7.5 miljoen ton per jaar in NL. Daarmee zou Nederland koploper worden - en zelfs de wereldwijde nummer 1 - Engeland, overtreffen (nu goed voor ca 7 miljoen ton versnipperde bossen per jaar;

Toch of misschien - juist - om deze reden blijft RWE biomassa promoten, en @comschonelucht wegzetten als 'tegenstander' van Schone Lucht..

Dutch forest campaigners are claiming a significant victory over one of the Netherlands’ top energy providers, #Vattenfall, after the company decided in late February to cancel plans to build the nation’s largest biomass (wood pellet) burning plant for energy.
“This is turn is enormous,” said the Clean Air Committee (Comité Schone Lucht) a Dutch forest advocacy group that has aggressively opposed Vattenfall’s plans since 2019 in the court of law and public opinion.
The Sweden-based company, the Netherlands’ third-largest energy producer, first sought a permit in 2018 to build the 120-megawatt power plant using only forest biomass to generate energy. The facility, to be built just outside Amsterdam, would have powered up to 24,000 homes in exchange for 395 million euros ($424.8 million) in subsidies pledged by the Dutch government.
Lawsuits filed by MOB and the Clean Air Committee failed in two lower court rulings where the NGO argued unsuccessfully that forest biomass harms domestic and overseas forests, reduces biodiversity and increases carbon emissions — worsening the climate crisis.
It took successful appeals in 2023 and 2024 in the Dutch Council of State, the country’s highest administrative court, to overturn the lower court rulings on environmental grounds and leave Vattenfall with little recourse but to abandon plans for the large biomass plant.
Swart, director of the Clean Air Committee, told Mongabay “We did not immediately bring the subsidy train to a standstill, namely the existing and long-term subsidies of 5-15 years are still running (estimated in the billions of euros).
According to Biomass Magazine, the Netherlands remains the EU’s largest importer of wood pellets for industrial energy production. In 2023, the Dutch imported 2.3 million metric tons of pellets, nearly half from the US. Denmark and Italy ranked second and third in wood-pellet imports.
While Swart’s group celebrated the recent halting of the Netherland’s largest wood pellet burning power plant, she said forest campaigners like herself have no choice but to remain vocal and active with the public and government officials.
In a recent pivot, EU officials seem more willing to admit the error of past carbon neutrality claims for wood pellet burning power plants, though they now say those emissions can be eliminated by installing Bioenergy with Carbon Capture and Storage (BECCS) at the facilities, an untested, unready technology, scientists say.
“The most important thing we can do is restore, protect and expand our forests,” Swart said. “With climate change, we need biodiverse forests more than anything in the world.”

After six years of fighting against this multinational @VattenfallNL, the curtain finally falls for Netherlands' largest biomass power plant. “This is a great victory for our forests and biodiversity”, according to Comite Schone Lucht.
After six years of fighting through campaigns and legal procedures, MOB and the Clean Air Committee (@comschonelucht) have succeeded in stopping this mega biomass power plant of multinational Vattenfall.
At the end of last month, on February 27, 2025, Vattenfall requested the province to withdraw the nature permit of the planned biomass power plant. With this, Vattenfall is finally throwing in the towel.
This has prevented entire forest areas at home and abroad from being cut down to be burned in Diemen for our 'sustainable energy'.
In 2018, NUON/Vattenfall started the permit procedure to obtain:
1) an environmental permit
2) a nature permit for a mega biomass plant in Diemen.
In 2019, the legal proceedings of MOB and the Clean Air Committee started to prevent this plant from being built.
This was prompted by the fact that more and more scientists stated that large-scale biomass combustion accelerates climate change, causes deforestation and results in #biodiversity loss. Biomass combustion is not sustainable.
After both appeals were declared unfounded by the Court in 2022, MOB and Comité Schone Lucht appealed to the Council of State. Successfully.
The ruling of the Council of State in the environmental permit case dates from 30 August 2023. The Council of State annulled the ruling of the Court, and also the environmental permit.
The procedure regarding the nature permit continued as normal. The hearing took place in February 2023. Since then, it was quiet. However, after the rulings of 18 December 2025 in the RWE-Amer biomassplant and Rendac cases, it also became clear that Vattenfall's nature permit would have no future and should be annulled.
This also means that the subsidy of €395 million euros, which was promised to Vattenfall by the previous cabinet at the last minute, will expire. This can be used again in the budget. Let us hope that lessons have been learned, according to the Clean Air Committee.
