Some thoughts on Layer 3:
The whole idea of layer 3: The idea of layer 2 is that users generate proofs at layer 2 and then layer 1 verifies them. Layer 3 is that the user generates proofs at layer 3 and then verifies them at layer 2. This way, the cost of validation is lower.
