I have seen a video of fmr. Treasury CS Prof. Njuguna Ndung’u saying that President William Ruto had “overrun the Treasury.”

Yet we must not forget that it was Prof. Ndung’u himself as CS Treasury, who was the chief architect and sponsor of the Finance Bill, 2024 that drove Kenyans to the streets.

At no point while in office did he resign in protest. At no point did he publicly blow the whistle. He remained at the helm until the nationwide protests culminated in the dissolution of the Cabinet and the exit of several ministers.

Since then, the Finance Bills of 2025 and 2026, under Treasury CS John Mbadi, have passed with far less public resistance because they have been markedly more prudent, fiscally restrained, and more attentive to the concerns of ordinary Kenyans.

Public officials should be judged not merely by what they say after leaving office, but by what they did when they possessed the authority to act.
