I get it, and there needs to be intention behind the services being provided. Create a list of the specific items you believe are necessary for this resident to stabilize and share it with the on-site staff. Do your part by monitoring the resident’s transition into housing and communicating your observations to the on-site staff. From there, it will be up to site staff, Property Management, and the other providers involved to create consistency, structure, and routine around the resident (containment zone). It isn’t easy, but a coordinated approach gives them the best chance at success.
Touch base with both Services and Property Management (if a PSH site). The primary leverage Services has to help curb the behavior is through consistent lease enforcement by Property Management. This has to start from day one to have a real chance of helping someone in this state of mind (my opinion). Try setting up IHSS services and submit a PHACS referral as soon as possible. I know it’s challenging when these issues weren’t addressed before the resident was housed, but those are the resources available to help stabilize the situation.
Former addicts say there is no recovery without accountability. But Sacramento thinks drug-free sober living communities are cruel. Make it make sense.
Barring state dollars from funding abstinence-based housing while using them to fund needle exchange is cruel. And until we make a change, people will continue to overdose on our streets and in our shelters.
As governor, I will sign legislation to fund recovery housing and build out a shelter system that gets everyone indoors and on a pathway to something better — for their good and the good of the broader community.

These films use lived experience to explore reentry after prison, youth justice, alternatives to incarceration, and the criminalization of trauma. They center the voices of system-impacted people and confront the ripple effects of systemic injustice.
The series includes:
• The Cure Complex: My film examines how ineffective “evidence-based” addiction treatment models perpetuate dependency instead of empowering transformation.
• A Million Dollar Cage: Kent Mendoza explores how Los Angeles’ juvenile justice system has long funneled youth toward incarceration instead of care.
• Chasing Redemption: Thaisan Nguon follows two individuals rebuilding their lives after their Life Without Parole sentences were commuted.
• Breaking Barriers: Kristel Cosio highlights system-impacted students at UC Berkeley navigating higher education after incarceration.
• The Truth Behind the Mask: JeiJei Webster explores the realities of reentering society after prison in Chicago.
As Represent Justice CEO Daniel Forkkio shared, “When directly impacted voices are given the tools and platform to lead, they do so with honesty and vulnerability. As a society, we can’t turn away from the truth.”
