It's a combination of "Donald" and "Donbas."
According to the New York Times, a Ukrainian negotiator brought this up as a half-joke, but now it's become part of talks because it does seem to help. A Ukrainian negotiator even used ChatGPT to create a flag for Donnyland and a national anthem.
