Depending on where you are. Golfers will certainly move up if they can’t reach in regulation. No golfer has fun hitting a good two shots on a par 4 and not reaching green. Tee it forward works in a lot of places

This has been studied by the USGA and R&A. If golfers lose distance, pace of play will be slower.

This could be offset if golfers move up a set of tees....

But the USGA started the Tee it Forward campaign in 2011 to get golfers to move forward. It didn't work.

Many golfers are already playing tees too long for the distance they hit it. If you reduce distance, some still won't move up, and for those that do, many will STILL be playing tees too long for how far they hit it.
