To clarify: TfL say there were 14,000 trips where "Uber's systems allowed unauthorised drivers to upload their photos to other Uber driver accounts. This allowed them to pick up passengers as though they were the booked driver... putting passenger safety and security at risk."

So you effectively sub-contract the car out.

And the app allows other drivers, who are not necessarily licensed or insured, to upload their photographs on to the app. It then appears on passengers’ phones when they book a car.

TfL want that loophole closed.
