The value in College Athletics is in regional pride and friendly tribalism. It's never been about the best players in the world (That's the NFL). This is what ESPN never understood.
You can't curry attention to schools that viewers don't have emotional ties to. If I live in Montana, I don't care that Texas Tech's $50 Million team is playing Oklahoma's $30 Million team. Nobody I work with went there. Nobody I'm seeing over the holidays went there. Neither are as good as the worst NFL team.
It's not interesting and it's not a viable financial model.
