In the Philippines, the term limits for a congressman apply separately to district representatives and party-list representatives.

🧾 SCENARIO:
A person serves:

1 term as a district congressman

3 terms as a party-list representative

✅ Is this allowed?
Yes. This is allowed under current rules and jurisprudence.

🧠 Why?
Because the term limit rule applies to “consecutive terms in the same office”, and district and party-list positions are treated as separate types of representation.

📜 Legal Basis:
Article VI, Section 7 of the 1987 Constitution says:

“No Member of the House of Representatives shall serve for more than three consecutive terms.”

But this has been interpreted to mean three consecutive terms in the same position (i.e., as district rep or party-list rep), not combined across both.

✅ So in your case:
1 term as district rep ✅

3 terms as party-list rep ✅

Total: 4 terms in Congress, but not a violation of the 3-term limit because they’re not consecutive terms in the same post.

🔄 Can they run again?
Yes, but with restrictions:

They must sit out one full term before running again for the same position (e.g., party-list or district).

But they can switch roles again (e.g., go from party-list to district or vice versa) without needing a break.
