Those of you who have been following me for a while may be familiar with the name Jason Daily Web3 or Jason Coin68. From today, i will be changing to jasonblockchain, and this change will be consistent across all channels.
After 9 years in this industry, this is the first time I'm changing my name. So, I'd like to explain why.
Because the market has just crossed a rather sensitive threshold.
On September 1st, Decree 284 will come into effect. Before that, there were Law 71, Resolution 05, and a series of tax and accounting circulars. For the first time in 9 years, the question of whether "cryptocurrency is legal in Vietnam" is gradually getting a clear answer.
When the market changes, the way we work must also change.
Why "blockchain"?
"Daily Web3" was the name of a different era. An era of daily news, hype, and FOMO. But what I've been focusing on for most of the past year is: reading legal documents, following the licensing process, analyzing institutional cash flow, analyzing on-chain data, and also meeting with people in the industry and even lawyers. It's more serious, slower, and I believe it's more beneficial for the long term.
Furthermore, "Blockchain" is also the term used by the government when referring to this technology in a formal way. I want to be on that side.
What I will NOT change:
Education first. I will still not promote specific coins, promise profits, or link to any unlicensed exchanges. I will continue to read the original documents and cite sources properly. To be clear, after September 1st, content related to specific deals and referral links for Vietnamese users will almost disappear.
What's NEW:
I will delve deeper into three areas: Vietnamese law and the market, the regional and global context, and insights into on-chain data. There will be more content in English, as there are many foreign funds and projects that want to understand the Vietnamese market, but there is almost no reliable English-language information available.
Vietnam is the most interesting story in the region right now. I want to tell that story to both sides.

3. MISCONCEPTIONS SPREADING ABOUT "VIETNAM BANS CRYPTO"
With just over 5 weeks until Decree 284 takes effect, I've noticed 3 common misconceptions spreading within Vietnamese crypto groups this past week. After reviewing the original document, all three are either incorrect or partially incorrect.
As always, Jason is not a lawyer, and this is just my personal observation.
Misconception 1: "Vietnam bans crypto starting 09/01."
Actually, 09/01 is the date the regulations come into effect within a framework of legalization.
Looking at the entire process, we can see: Law 71/2025/QH15 recognizes digital assets as property. Resolution 05/2025/NQ-CP initiates a 5-year pilot market. Tax and accounting regulations have been issued. Decree 284 may be the final piece, aimed at penalizing those who operate "outside the framework."
Banning and regulating are two different things.
Misconception 2: "You must sell all your coins before 09/01, holding coins is illegal."
Owning digital assets is a recognized property right under Law 71. There is no provision that penalizes holding.
The area of concern is the execution of transactions: domestic investors who trade without going through organizations licensed by the Ministry of Finance may be fined from 30 to 50 million VND.
As of today, no exchanges have been licensed. Of the 5 eligible applications, TCEX and SCEX have only passed the first round of evaluation and are currently completing the second round of documentation regarding capital, infrastructure, and system security.
This means that no official announcements have been made yet. While the regulations take effect on 09/01, there are no legal exchanges to trade on. The biggest question right now is what the transition mechanism will be for those holding assets on international exchanges.
Therefore, please don't take any action based on rumors. Follow official announcements and consult with a lawyer for clarification.
Misconception 3: "Posting about crypto will result in a 200 million fine."
The 180-200 million fine applies to advertising and marketing activities related to digital assets when a license to provide organized market services has not been granted. It targets the promotion of unlicensed services, not all content about crypto.
Reporting, education, and analysis are different from advertising services. However, this line is quite blurry, and it also means that a period of ambiguity has definitely ended: the era of content promoting specific platforms, referral links, and encouraging Vietnamese users to "join this exchange."
Anyone creating financial content in Vietnam needs to constantly monitor the law from now on. I am no exception.

Regarding macro trends, there isn't much significant news to share this week.
However, in Vietnam, on July 17th, the government issued Decree 284/2026/NĐ-CP regarding administrative penalties in the field of digital assets. It takes effect on September 1, 2026.
That's only 6 weeks away.
I've read and summarized 3 key points that I think you'll be most interested in. I'm not a lawyer, and this is just my interpretation of the document, not legal advice.
1. Domestic Investors: 30 to 50 million VND
The decree stipulates fines ranging from 30 to 50 million VND for domestic investors who trade digital assets without going through an organization licensed by the Ministry of Finance to provide digital asset services, as per Article 7, Clause 2 of Resolution 05/2025/NQ-CP.
If the digital asset being traded is only offered to foreign investors, the fine is 70 to 100 million VND.
This is a point that many people will overlook, as it doesn't target exchanges or projects directly. It targets the end-users.
2. Advertising and Marketing: 180 to 200 million VND
The decree imposes fines ranging from 180 to 200 million VND for providing services related to digital assets without a license, and for advertising or marketing activities related to digital assets without a license to operate a digital asset trading market.
If you create crypto content in Vietnam, this is the section you need to read carefully.
3. Account Data: 150 to 200 million VND
Collecting, storing, buying, selling, exchanging, or publicly disclosing unauthorized data or information about investors' digital asset accounts carries the highest penalty, ranging from 150 to 200 million VND.
This is often overlooked, but it directly impacts groups, channels, communities, and anyone taking screenshots of accounts.
Context: I believe this isn't a ban, but rather the establishment of a framework.
Decree 284 is the final piece of a larger puzzle:
* The Law on Digital Technology and Industry No. 71/2025/QH15 (issued on June 14, 2025, effective January 1, 2026) was the first to recognize digital assets as assets.
* Resolution 05/2025/NQ-CP (September 9, 2025) initiated a 5-year pilot program for the market.
Now, there are penalties in place. We have a law, a pilot program, and penalties. The framework is now complete.
The Ministry of Finance has identified 5 fully qualified and eligible applicants: VIXEX, CTCP Tai San So Viet Nam, CAEX, SCEX, and TCEX. Deputy Minister of Finance Nguyen Duc Chi previously stated that the first activities of the official digital asset market in Vietnam would take place as early as the third quarter.
The third quarter is now. However, it's important to monitor the situation closely for updates. I will continue to provide updates.
My Personal Perspective:
I've been in this market for 9 years. Throughout those 9 years, the answer to "Is crypto legal in Vietnam?" has always been "uncertain." This uncertainty has led to everyone doing what they want, and everyone taking risks without knowing where those risks lie.
From September 1st, the answer is no longer "uncertain." It's now "yes, within a framework, and outside that framework, these are the penalties."
For someone who creates content like me, that means the industry now has rules. While it might be a bit confusing initially, I actually prefer it this way.
I hope to collaborate with licensed exchanges soon. I'll let you know as soon as that happens.

Financial strategies for Web3 professionals during turbulent times. (Actually, this is the third major downturn since the end of 2017, so I can confidently say this.)
Having worked in Web3 marketing for many years, I've noticed a common mistake: people make quick money, experience FOMO, and then lose it just as quickly. Essentially, we get so caught up in projects, trends, and new developments that we forget to manage our own finances.
I never advise anyone to borrow money to invest in crypto. My top priority when advising partners or developing strategies for individuals is: sustainability.
Recently, many people have been FOMO-ing into buying 0.21 BTC or 2.1 BTC in the hope of achieving financial freedom... because they believe that new financial institutions will drive up the price of Bitcoin. But that's just a number. The important thing is the mindset of accumulation:
What are you doing with 5-10% of your monthly income?
Are you investing in yourself (improving your skills, increasing your market value) to increase your primary income?
Web3 is not a place for pump-and-dump schemes or gambling. In my opinion, it's a tool to optimize your finances if you have the courage to hold core assets in the long term.
At the beginning of the week, I remind everyone not to forget discipline with their portfolios. The market may be slow, but your plan needs to stay on track.

In 2018, I was sitting in a café in Vung Tau, explaining to a guy about buying and selling Bitcoin. He asked me a question that I couldn't answer at the time: "Is this legal? Who will protect me if something goes wrong?"
I remember mumbling something. Because the truth was, no one did.
For years, we've been operating in a gray zone. Not completely illegal, but not officially recognized either. Everything relied on trust and self-protection - those who were careful survived, those who weren't lost out, and there was almost nowhere to turn for help when things went wrong.
Today, many years later, I'm witnessing something I couldn't have imagined back then in that café.
Vietnam is moving closer to having its first licensed crypto exchanges. Since the beginning of this year, regulators have opened the door for applications, and several domestic companies have passed the initial review. There are even banks participating and foreign capital flowing in. According to the current roadmap, the pilot market could start operating between Q2 and Q3 this year, though everything still depends on the progress of document and infrastructure completion.
After going through so many cycles, I've learned not to get too excited or too worried. And I often look to countries that have come before us for lessons.
Japan, South Korea, Singapore - each country has its own approach, but when they brought their crypto markets out of the gray zone, the early stages were almost always the same: stricter regulations, fewer options, and many small exchanges being forced out. The token list allowed to trade was narrowed down to the big, established ones. People jokingly call this "building a safe box before opening the market". I think Vietnam will likely go through a similar phase.
So I want to say the things that not many people talk about. Having licensed exchanges is a real step forward - it means there will eventually be a place to custody assets domestically, a framework to protect users, and clearer boundaries. But it doesn't eliminate all risks, stop price volatility, or eliminate scams. And in the early stages, domestic exchanges will likely be stricter and offer fewer options than what you're used to on foreign platforms. That's the price of safety and transparency, which I think is worth it, but you should be aware of it to avoid disappointment.
In practical terms, based on what's being discussed now, holding assets on foreign exchanges or self-custody isn't currently punishable. Many important details are still awaiting official documents. So instead of panicking and rushing to do something, the wisest thing right now is simply to follow mainstream sources and wait for clear regulations.
What I find most beautiful isn't the price or which exchange is about to open. It's something that used to live in the shadows now stepping into the light, slowly, legally, and responsibly. For someone who has been with it since the days when no one protected it, I see it as a gentle change. And if there's one thing I believe after all these years, it's that those who understand this new market early will be the ones who fare best when it truly opens up.

Today, Elon Musk's rocket company officially listed on the Nasdaq under the ticker #SPCX, with a valuation of about $1.77 trillion, larger than Tesla on its first day. This is the largest IPO in history.
And I see everywhere people asking the same question: should I buy it, where to buy it, is it too late? In fact, after nearly 9 years of watching one hype after another, I think "should I buy it" isn't the most valuable question right now. This time, they reserved about 30% of the shares for individual investors, instead of the usual 5 to 10%. Naturally, millions of people's stock apps now have a "subscribe to buy" button. The order book was oversubscribed many times over. It's a giant FOMO machine, cleverly designed.
And this is where it relates to us, those in the digital asset world. For years, one of the biggest trends in crypto has been the tokenization of real assets, or RWA, bringing stocks, bonds, and real estate onto the blockchain. The boundaries between traditional finance and digital assets are blurring. An event like the largest IPO in history, with individual investors' thirst to own a piece, is exactly the kind of demand the tokenization wave is targeting. Two worlds that many people thought were separate are actually converging.
But whether it's the hottest stock on the planet or a new token, I see the lesson remains the same. FOMO makes people so afraid of missing out that they forget to ask what they're actually buying, at what price, and why. I'm not saying you should or shouldn't buy it - that's everyone's decision and their own money. I just see that people rarely lose money by missing an opportunity, but often lose it by rushing into something they don't understand just because everyone else is doing it.
A private company that's been around for 24 years is now opening its doors to the masses, at a time when an entire industry is quietly dragging traditional finance onto the blockchain. I think the most interesting thing isn't whether you can buy $SPCX in time, but realizing how the way people own assets is changing right before our eyes. And this time, those who understand early are often more relaxed than those who chase after it later.

Mấy hôm nay mình nhận được kha khá tin nhắn hỏi về thuế crypto. Đa số đều hỏi đúng một câu: “thuế bao nhiêu phần trăm vậy anh?”
Mình hiểu, ai cũng lo con số. Nhưng ngồi nghĩ kỹ thì, mình thấy đó chưa phải câu hỏi quan trọng nhất. Câu quan trọng hơn là: lúc nào thì mình phát sinh nghĩa vụ thuế, và mình cần chuẩn bị gì để sau này không bị rối.
Để mình chia sẻ lại cho dễ hiểu, theo đúng văn bản, không suy diễn.
Thuế thì có thật, và mức không cao. Cá nhân chuyển nhượng tài sản mã hóa qua tổ chức cung cấp dịch vụ phải nộp thuế thu nhập cá nhân 0,1% trên giá trị mỗi lần giao dịch. Cách tính này gần giống thuế chứng khoán mình quen lâu nay. Quy định nằm trong Thông tư 32 của Bộ Tài chính, có hiệu lực từ cuối tháng 3 năm nay.
Nhưng đây mới là phần mình thấy nhiều người hiểu nhầm, và nó quan trọng hơn con số 0,1% kia.
Thứ nhất, thuế tính trên giá trị từng lần chuyển nhượng, không phải trên lãi. Nghĩa là kể cả lần đó mình không lời, thậm chí lỗ, giao dịch vẫn phát sinh nghĩa vụ thuế. Nhiều người vẫn nghĩ “lỗ thì khỏi tính”, nhưng cơ chế nó không hoạt động như mình tưởng.
Thứ hai, nó áp dụng cho giao dịch qua tổ chức cung cấp dịch vụ, và không phân biệt trong hay ngoài nước. Đây là điểm mình mong mọi người để ý, vì gần như tất cả chúng ta hiện vẫn đang giao dịch trên sàn nước ngoài.
Thứ ba, và đây là điều mình muốn nhắn nhất: thứ đáng sợ trong giai đoạn này không phải con số thuế, mà là hồ sơ giao dịch lộn xộn. Khi luật chơi đã rõ ràng, cái khiến người ta mệt nhất về sau không phải đóng 0,1%, mà là không có nổi lịch sử giao dịch tử tế để biết mình đã làm gì.
Nên nếu hỏi mình nên làm gì ngay từ bây giờ, mình nghĩ chỉ cần một thói quen nhỏ thôi: lưu lại lịch sử giao dịch của mình đều đặn. Nhiều người giữ seed phrase rất kỹ, nhưng lại chẳng lưu lại mình đã mua bán những gì. Sau này nhìn lại mới thấy tiếc.
Thật ra mình thấy đây là một tín hiệu tốt. Có khung thuế nghĩa là thị trường đang dần bước ra ánh sáng. Chỉ là, trong lúc giao thời, hiểu cho đúng và chuẩn bị cho gọn vẫn hơn là đoán.
Sau gần 9 năm, mình tin một điều đơn giản: trong chuyện tiền bạc, ngăn nắp từ sớm gần như luôn rẻ hơn dọn dẹp về sau.

Recently, many people have been messaging me with similar questions, like "Is crypto legal in Vietnam now, right? So it's safe to trade freely now, huh?"
I understand why people are excited. Since the beginning of this year, Vietnam has officially recognized cryptocurrencies as a type of asset under the law. This is a huge step forward after years of the market operating in a legal gray area. Vietnam is one of the first countries in the world to do this, and with nearly 17 million Vietnamese participating (and at one point, over 21 million), it's truly a significant milestone.
But upon reflection, I've noticed a common misunderstanding that I want to clarify, as it directly affects your wallet.
"Legal assets" and "licensed exchanges" are two completely different things.
The law recognizing crypto as an asset means that owning it is legally protected. But where you buy and sell it is a separate matter. Currently, Vietnam is still in a pilot phase, with the government reviewing applications from a select number of domestic businesses to obtain licenses to operate exchanges, and the first official exchanges are expected to start operating this year.
This means that right now, almost all of us are still trading on foreign exchanges that are not subject to Vietnam's regulatory framework.
And this is the most concerning part for me. Even the authorities have warned that there are unlicensed, self-proclaimed platforms promoting themselves as legitimate. Newcomers are easily lured by the word "legal" and end up depositing their money into platforms that haven't been verified by anyone.
In fact, after nearly 9 years in this market, I've learned that the biggest reason people lose money isn't due to market volatility, but rather from misunderstanding the rules and assuming they understand when they don't.
Legalization is good news, I believe. But it doesn't mean there's no risk anymore. It just means that the rules will become clearer over time. In this interim period, I think everyone should slow down, understand where they stand, where their assets are located, and whether that location is truly safe.
Perhaps in a market where everyone is in a hurry, those who move slowly but understand clearly will ultimately go the farthest.

In fact, the first time I heard about Bitcoin was in 2012.
A friend of mine was buying real estate in Tan Cang and Ba Son. I saw that he was so young but buying real estate so casually, so I was curious and asked him how he did it. He introduced me to ICOs, where I just had to log in and click a few buttons. If I succeeded, I would get tokens and then sell them. That was how he trained me into the industry.
I left for a while to work on web2, opened a furniture company, and set up an office in Aqua 1 in Ba Son. Then came the COVID pandemic, and I quit altogether.
But maybe what belongs to me will always come back. After the pandemic, I returned to Web3, and luckily was accepted by Coin68, partly because of my research, trading, and foreign language skills.
The time at Coin68 and Kyros Ventures was when I really grew in the industry. Working in the largest crypto media and investment organization in Vietnam, I learned to look at the market more systematically, rather than relying on gut feelings like during the ICO era.
In fact, since 2021, I've also been building my own small project, mainly updating news and sharing my perspectives on Bitcoin and altcoins. It's not big, but it's where I practice writing and observe the market every day, a habit I've kept to this day.
I've also had the privilege of participating in and organizing many blockchain events, meeting industry peers from all over the world at all levels, from beginners to teams and partners. The more I travel, the more I realize that this market is much larger than just Vietnam, and I still have so much to learn.
I hosted over a dozen AMAs with international teams like Chainlink, Uniswap Labs, and many others. Each session was a chance to directly ask the real builders questions. I also had the opportunity to teach basic crypto knowledge to newcomers, and I realized I really enjoy that feeling of helping someone understand things from the ground up.
There's one milestone I'll never forget. I was selected to represent Vietnam in the Videos and Live category and made it to the Top 28 globally in The 100 Blockchain 2025 competition organized by Binance. To be honest, I was a bit surprised when I heard the news, as there was only me representing Vietnam in that category. I then had the chance to interview CZ, the founder of Binance. The student who missed out on Bitcoin in 2012 could never have imagined this.
More recently, as Vietnam started building a legal framework for digital assets, I was fortunate to be involved, appearing on VTV to share a small perspective, sitting with industry experts to discuss exchange pilots, and being invited to SSI to talk about digital assets. Standing in front of nearly 20 million Vietnamese who are entering this market, I realize I still have so much work to do.
In fact, what stayed with me after nearly 9 years isn't those milestones. It's a simple thing - I don't want the next generation of Vietnamese to enter this market and get scammed or left behind, like so many I've seen fall in 2018.

Nhưng với 20 triệu ví đang nằm trên sàn offshore, 6 tháng tới sẽ là giai đoạn migrate khá lớn cho cộng đồng.
