Cigarette smoking continues to decline nationally & in Wisconsin, while vaping is on the rise.
One consequence is Wisconsin’s heavy reliance on cigarette tax revenue is waning.
Wisconsinites increasingly consume tobacco & nicotine products that are less heavily taxed.
As in the rest of Wisconsin, the pace of development in Jefferson County has slowed in the last decade, and its schools saw enrollment declines.
