No Happy hump day PFD Rant
You can shrug and take the $1,200 in October. Or you can treat the next six weeks like it matters who you send to Juneau.
So…. A regular Alaskan just walked into court and asked a simple question the Capitol has been dodging for ten years. Stephen Spann, a disabled veteran, filed a complaint in Anchorage. He is not asking for a special check. He is asking the court to say out loud whether AS 43.23.025 still means anything, or if the state can leave the statutory PFD formula on the books while paying whatever number Juneau feels like that year.
That is not a new fight. It is the same fight.
In 2016 Governor Walker vetoed about half the dividend. Senator Wielechowski and two old-timers sued. The Alaska Supreme Court sided with the governor in 2017. The ruling was technical and blunt. Permanent Fund earnings are not a dedicated piggy bank. Paying the dividend takes an annual appropriation. That appropriation can be cut. The current justices have not walked that back. So the statute sits there like a museum piece. Lawmakers point at it when it is convenient and ignore it when they want the money for government.
Fair enough. That is the law as the court wrote it. Cough coucorrupt. Maybe cough… cough…
What is not fair is the act they put on after. They keep the formula in statute. They keep telling voters they support the PFD. Then they vote the other way on the budget and call it fiscal responsibility.
This year the statutory number was in the $3,600 to $3,800 range. What people are getting is $1,000 plus a $200 energy add-on. That gap is not weather. It is a choice.
Look at the vote boards people are circulating. Senate amendment on CSHB 263. House amendment on April 10. Green and red names. Different chambers, same story. A handful try to lock in the full statutory check. The rest vote to keep a bigger pile in the operating budget.
Then they go home and talk like the money just evaporated. It did not evaporate. It got spent.
If you are still mad about that, good. Stay mad. But stay honest too. The Supreme Court already told you this is a budget fight, not a hidden constitutional lockbox. So the next move is not another ten years of Facebook comments. It is the ballot. November is coming. A lot of the names on those boards are running again. Some are unopposed. Some have challengers.
If your test is “will this person spend my PFD or send it,” then look at the roll call before you look at the mailer. Do not vote for the same hands and then act shocked when the check stays small.
Spann’s filing will probably get the same answer the last one got. Maybe it should. Courts do not rewrite the anti-dedication clause because people are tired of $1,200 instead of $3,800. That does not make the filing pointless. It puts the conflict back on paper. Statute says one thing. Practice does another. Somebody finally asked a judge to pick.
Complaining after you keep sending the same crew is just noise. Facts over feelings. The formula is still in the book. The money is not.

Today, @RainmakerCorp Technology announced $100 million in new funding to expand its cloud-seeding and weather-modification business.
And it raises a very important question:
Was the Alaska cloud-seeding operation really just research and development, or was Alaska also part of a larger effort to demonstrate and market this technology to investors at our expense?
Rainmaker conducted its cloud-seeding operation near Homer on August 23. The company subsequently announced that it believed the operation produced approximately 19 million gallons of additional precipitation and described the Alaska work as an important proof of concept for its technology.
Now, just weeks later, the company has announced a $100 million Series B investment, saying the funding will help expand its atmospheric research organization and scale its weather-modification technology.
I am not going to claim something that I cannot prove. But I think Alaskans are justified in asking:
What exactly was Alaska being used for?
Was this solely an R&D experiment?
Was the data from Alaska used to validate and promote a commercial technology?
And what role did the Alaska operation play in helping Rainmaker demonstrate the technology to potential investors and customers?
Those are legitimate questions, especially when the operation occurred without advance public notice to the communities below it, and local officials say they learned about it after the fact.
Rainmaker now says it intends to expand weather modification beyond precipitation enhancement into applications such as hail mitigation and other forms of weather intervention.
That makes the questions about transparency, state oversight, public notice, and consent even more important.
This is precisely why I have asked Governor Dunleavy to issue an Administrative Order addressing weather modification in Alaska and why I am working on legislation to establish clear requirements for these activities.
Alaska should not be a testing ground for emerging weather-modification technology without Alaskans knowing what is happening, who authorized it, what the purpose is, and what protections are in place.
If you want a governor who answers to people who live here, look at who writes the checks.

The affidavit was filed as part of an 80 page motion seeking summary judgment in long standing litigation over claims about COVID vaccinations and vaccine injury in the US military.
Long's testimony in support @IvanRaiklin is part of a defamation lawsuit brought by Dr. Terry Adirim who had been a senior Pentagon health official advising on the COVID mandate.
Critics call the claims "dubious" and "unsubstantiated."

Constitution Week is not a Hallmark card for people who like flags.
It is a reminder that liberty only lasts if regular people actually know what they inherited and are willing to defend it when it gets inconvenient.
The United States Constitution is the charter that binds the Union and puts limits on the federal government.
Alaskans have another inheritance on top of that. Article I of the Alaska Constitution. Our Declaration of Rights. Written by Alaskans. Ratified by Alaskans. Handed to every generation after that like a set of keys, not a museum plaque.
Alaska’s Declaration of Rights does not just photocopy the federal Bill of Rights and call it a day. In several places it is plainer, stronger, and harder on state power.
That is why every Alaskan should read Article I. Not as poetry. Not as a suggestion. As binding law that belongs to the people.
It starts where government should always start. Article I, section 1 recognizes the natural rights to life, liberty, the pursuit of happiness, equal protection, and “the enjoyment of the rewards of their own industry.”
Then section 2 says it out loud: “All political power is inherent in the people.” Government comes from the people, rests on their will alone, and exists only for the good of the people as a whole.
That order is the whole ballgame.
The Constitution does not open by handing power to officials. It opens by naming rights that already belong to you, then naming you as the source of political authority. Governors, legislators, judges, commissioners, and agency staff are not the owners of this place. They are temporary trustees of power the people lent them under written conditions.
Then Article I protects the tools you use to keep those trustees honest. Every person may speak, write, and publish on all subjects. The people’s right to peaceably assemble and petition government “shall never be abridged.” Due process protects life, liberty, and property. Alaska adds something the federal Constitution does not say the same way: the right of every person to fair and just treatment in legislative and executive investigations.
Those words are worthless if government only pretends to listen. A public comment period is not a constitutional act if it is just a box they check while your questions vanish into a black hole. A petition is not honored because somebody stamped “received” on it and filed it in a drawer.
When citizens bring evidence of misconduct, unlawful administration, or danger to the public, constitutional government means a lawful process, a real answer, and actual accountability.
Our framers put an especially sharp tool in Article I, section 8. The power of grand juries to inquire into willful misconduct in public office, and to inquire into the welfare and safety of the community, “shall never be suspended.”
Those are some of the strongest words in the whole document. “Never” does not mean when it is convenient. “Shall” is not a polite request.
And “welfare and safety of the community” is bigger than charging someone after the damage is already done.
It keeps a citizen institution alive that can look at things government would rather nobody look at.
No court rule, agency portal, screening committee, or office custom gets to swallow that command. Procedure can organize a right. It cannot cancel the right. When the process turns into a locked gate regular people cannot get through, Alaskans should ask the oldest question in the book.
This is the result of allowing immigration from countries that don’t assimilate. Islam is not compatible with our Constitution. One will be forced out eventually. Which one is up to us?

Fired from Congress to a high-paying lobbying firm, and now you want Alaskans to send you back to Washington.
That revolving door sure pays well.
It's been 4 days since the TPUSA contract leaked. @AndrewKolvet has posted about a statue, a soft Texas Democrat, and a jury verdict. Zero words about the $700K his org took under NDA. So while he was busy being the worst PR person to exist, I finished the forensic review of the sponsor. Buckle up.

The night Charlie Kirk was killed, a charity he never once mentioned posted a tribute calling him "a passionate advocate of our work."
He wasn't. At least by any normal person's definition, considering he NEVER ONCE mentioned them. Charlie never said their name in public in his life. Their CEO never appeared on his show, not once. So why is the International Fellowship of Christians and Jews (IFCJ) mourning him like a business partner?
Because he was one, he just may not have known how much of one. The leaked contract shows IFCJ paid TPUSA $700,000, signed May 16, 2025, confidential, with no officer's signature, and only 117 days before he died. It bought main stage slots for IFCJ's CEO and Israel activism kits for 200+ campuses. (go check out my previous post for more info on this).
But Charlie himself never delivered any of it. His show ran daily all summer with that contract signed, and the IFCJ CEO never got a seat. Then he was killed, and everything the contract promised started happening. The IFCJ CEO appeared on Kirk's TBN show, Charlie Kirk Today, on Oct 29, 7 weeks after his assassination. Then again on Nov 26.
By June she was on a TPUSA main stage, speaking right after his widow. The IFCJ contract performed better once he was gone it seems.
So I pulled the Fellowship's filings, and their donors' filings. Oh boy.....
The IFCJ own tax return discloses an $11.5M joint funding agreement with Israel's Ministry of Welfare. They co-host summits with Israel's Foreign Ministry. Their CEO says the government of Israel asks the Fellowship to build its projects.
Their donor stream includes the Falic family, Netanyahu's biggest personal donors, the family whose Jerusalem villa Bibi moved into when the war started.
The same charity runs Mark Levin's podcast, "exclusively presented by" them per Cumulus's own press release.
Huckabee did their TV ads for years and is now the US Ambassador to Israel.
Trinity Broadcasting Network (TBN) got $3M in "grants," with $2M of it labeled food and humanitarian support...TO A TELEVISION NETWORK. TBN is the biggest Christian television network in the world.
IFCJ also pays iHeart, and iHeart has moved $1.74M into Ted Cruz's super PAC. Separately, IFCJ gave $1M to Lou Engle and shipped Israeli flag kits to a thousand churches.
All of it funded by 500,000 elderly Christians answering $25 feed-a-Holocaust-survivor ads, who were never told their money also buys podcasts, pulpits, and a dead man's microphone.
Parscale had to register with DOJ as an agent of Israel for pushing messaging into these same networks. Filed 8 days after Charlie died, but the Fellowship has never filed anything because "ministry" money doesn't count.
Wait until I get into where their money actually goes tomorrow.
So Andrew, before you claim it's an "internet rumor" again, let's review your last 12 months. You authenticated Charlie's texts about donors bullying him over Israel. Your words: "it is authentic." Then the contract leaks showing your org sold what Charlie was refusing to sell, and suddenly you've got takes on statues and jury verdicts but not one word about the $700K.
Here's why that silence isn't going to work. You're the executive producer of Charlie Kirk Today. The sponsor's CEO didn't wander onto that show. Someone booked her...twice, seven weeks after the funeral. That's YOUR show, Andrew, right? The "for profit" one that uses the name and likeness of a non profit and may or may not rhyme with private inurement?
