Taxes and regulations. California's state excise tax, sales tax, cap-and-trade, LCFS, and other fees add ~70–90 cents per gallon (highest in the U.S.). The state also requires a unique, more expensive CARB reformulated gasoline blend that costs extra to produce and distribute in an isolated market with limited refineries.

Techron (or any brand detergent additive) is a small part of refining/marketing costs and doesn't drive the big gap versus the national average—it's negligible compared to taxes and rules.
