The onus would be on the hospital if the victim can prove negligence on how their information got leaked in the first place. They can sue for thousands. There's no law that criminalizes leaked medical information.

I'm pretty sure there would be a strong argument in court that it would not constitute as "non-compliance" if the officer can just relay the information to dispatch or just write the information down
