There's a hierarchy in every system. And with hierarchy comes accountability. So yes, the governors should answer to him for what's going on in their states.
Adding to the wolf analogy he used, when an alpha is found wanting, he doesn't stifle competition when another rises to challenge his leadership. He faces it head on. And if he's defeated, he steps aside.
Nigeria, like he said, is not just a failed state. It's a failed society. We've not learnt to go beyond personal interests, tribe, and creed to think about the collective good.
If a president is doing badly with the national economy and security, then where exactly do you expect him to be doing well?
Let's assume, for the sake of argument, that state allocations are indeed larger and it's up to the governors to attract investment and generate revenue. Fine. What then happens to security, which falls directly under the Commander in Chief?
The economy and security go hand in hand. Investors don't put money where lives and assets aren't secure. So if the President isn't delivering on one of his primary constitutional responsibilities, what exactly is the counterargument?
If any argument even exists, I don't think they address the core issue enough to be relevant. They feel more like attempts to defend a lost cause out of spite or political loyalty than genuine attempts to evaluate performance.
