1) move the first top horizontal match to the last vertical match to make 137 < 731
2) move the first top horizontal match to the middle number to make 191 < 731
3) move the lowest vertical match in the middle number to the other side to make 721 < 731

@BioMonkey_@ThatEricAlper Fyi... it was originally made in French by Belgian artist Jacques Brel in 1961. It was called "Le Moribond" (The Dying Man). American poet, Rod McKuen, adapted it to English 2 years later. The Terry Jacks released their version of the McKuen adaptation in 1974.
