Has this ever occurred in your experience? Certainly has elsewhere. This is the point on which we make our rec's for chief sci as they intend to fill gaps. 2/3

Howvr the piece is tailored to chief sci who must also consider sci done outside of gov. Would be worrying if all sci which makes it into decisions comes from gov sci alone. 1/3
