I believe that the SEC has indeed been expeditiously reviewing and producing documents as it argues in it's Response to Ripple's Motion to Compel. In fact, I've obtained a behind the scenes picture of the SEC's litigation staff working hard to comply.
The very first Federal Rule of Civil Procedure: "(The Rules) ...should be construed, administered, and employed by the court and the parties to secure the just, speedy, and inexpensive determination of every action and proceeding." So, that is the ground rule.
