Self-rule with elected provincial leadership, protected powers, a Constitutional Council to settle disputes & an emphasis on IGR. However, no 2nd Chamber of Parliament to enable shared rule in national lawmaking.
Last week I was privileged to discuss #decentralisation in #Mozambique with 2 groups of super-motivated central government officials, convened by @giz_gmbh and the Ministry of State Administration & Public Service in idyllic Ponta do Ouro.
The road ahead is challenging, but decentralisation is firmly entrenched in the 2018 Constitution and offers prospects to deepen democracy, further development and sustain stability in Mozambique. We discussed lessons from South Africa, Kenya, Zimbabwe & Uganda.

In essence, the Court said: 'Do what you must, it's politics. But respect the law as you do it.' Even when the Court was urged to overlook procedural mishaps and allow democracy to run its (perhaps inevitable) course, the Court refused. That's important, I think.
(1) Great analysis. The victory may be meaningless in the context of the Jhb numbers game. The procedural points are simple. But the Court's scathing finding on the Speaker's 'ulterior motive' are not. It starts a jurisprudence on coalitions:
