Only a Neutral Zone infraction if those two things happen. The defense can reset if they don't, which he did. OL just wanted to play Rock, Paper, Scissors I guess

If I took away taxes, I would pay 6% less for my groceries, If I took away taxes my city would have no police or fire. We pay taxes on gas, his statement is meant to mislead, at best. It's dishonest.
