@HardwareUnboxed I have a dual monitor setup with a PowerColor RX 580 and I face this issue when I run games.

The monitors constantly flicker to black and then display frames for a few seconds and then back to black on repeat.

My monitors are a 1080p Dell monitor and a 4k Samsung monitor.
