Emergency response efforts have been ongoing since last night to deal with the aftermath of the Russian strike on Zaporizhzhia. The city was struck with North Korean ballistic missiles, Zircons, and guided aerial bombs. It was a vicious attack, calculated to inflict maximum damage specifically on civilian infrastructure. Unfortunately, as of now, six people have been reported killed and nineteen wounded in the city. My condolences to their families and loved ones. First responders are continuing to extinguish a fire at one of the impact sites.

In Kyiv, a missile strike damaged an infectious diseases hospital building and businesses. Drone terror continues virtually every day in our frontline communities. In Kherson and Kharkiv, substations were hit overnight, causing power outages. All services are working to restore power to families. The Donetsk, Dnipro, and Mykolaiv regions also came under attack. In addition to missiles, more than 120 drones were used against Ukraine, most of them jet-powered “shaheds.”

Every step Russia takes – increasing ballistic missile production, bringing in North Korean equipment, preparing for mobilization – all of this shows that Moscow is preparing not for peace, but for escalation. And the world needs to respond now, not wait. More sanctions pressure specifically on enterprises that fuel Russia’s war, more air defense assistance for Ukraine – all of this is needed to give peace a chance. I am grateful to everyone who is helping.

Russia plans to complete a training center for North Korean and Russian special forces in the Voronezh area by the end of the year, Etoday media writes.

It will include barracks, an underground shooting range, a sports facility and a training ground for military dogs.

It will probably be used to exchange experience and technology, especially the transfer of Russia's knowledge of drone warfare to North Korean troops.

Experts estimate that North Korea could send up to 30,000 troops to fight on Russia's side in Ukraine, as well as supply missiles and shells (North Korean missiles attacked Ukraine last night.)

The Wildberries logistics complex in Russia’s Voronezh region is burning out after a drone attack.

An oil refinery in Komsomolsk-on-Amur, Khabarovsk region, also caught fire. The facility is a key supplier of petroleum products in Russia’s Far East.

Drones reportedly attacked an oil refinery in Orsk, Russia’s Orenburg region.

Orsknefteorgsintez is one of Russia’s largest oil refineries, with a processing capacity of around 6 million tonnes of crude oil per year. It produces gasoline, diesel, fuel oil, bitumen, jet fuel, and other petroleum products.

For the first time in its history, Russia cannot wage war without reinforcements from North Korea. It is now preparing to deploy an additional North Korean contingent on its territory. It has also received additional ballistic missiles from North Korea. Everyone around the world must understand what this means.

This is not only about the lives of people in Ukraine, and not only about the threats we face. North Korea’s ballistic missiles and other weapons are being improved through its collaboration with Russia. The more North Korean strikes there are here in Ukraine, in Europe, the more their missiles and soldiers are used, the more they correct their shortcomings and blind spots, the greater the danger will later be for Japan, the Republic of Korea, the Philippines, and other countries in the region.

That is why, when we speak about the need for joint action, for coordination and mutual support, when we speak about the need to help us strengthen our air defense, we are also, in fact, speaking about taking away North Korea’s appetite and any interest in coming here – to our land and into our skies – with its weapons in order to learn how to wage war. Russia’s largest petrochemical complex, ZapSibNeftekhim, is burning in Tobolsk, Tyumen region - more than 2,000 km from Ukraine.

It was struck by Deep Strike units of Ukraine’s Special Operations Forces in cooperation with the Black Spark resistance movement operating inside Russia.

The facility is a strategic chemical industry enterprise that produces basic raw materials for a wide range of industrial products, including those used by the defense industry.

Russia will launch a new wave of mobilization this fall - without calling it mobilization. Sources are already reporting that there are orders for the regions to recruit up to 800,000 people. Men will be detained under any pretext on the streets, at work, and in educational institutions, and then forced to sign a contract. There will be no medical examination (there is already a law allowing this). There will be no training either - essentially, they will be cannon fodder.

Old military districts may also be reinforced and new ones created, which could pose a threat to the Baltic countries.

Let’s look at the current state of affairs. Russia is becoming increasingly less successful at recruiting people under contract. In the fourth quarter of 2025, recruitment fell by approximately one and a half times compared with the previous year. In the first quarter of 2026, around 800-1,000 people per day were signing contracts, 20% fewer than a year earlier.

The Russian authorities are responding with increasingly aggressive recruitment. By August, 56 Russian regions were already paying rewards to people who bring in a new contract soldier; a year earlier, there were 31 such regions. In some places, hundreds of thousands of rubles are paid for each recruited candidate, while in Smolensk region the reward has increased to one million rubles.

At the same time, administrative pressure on businesses and educational institutions is growing. In Ryazan region, employers were required to look for candidates for military contracts; in Orenburg region, there were reported targets for the share of employees sent to the military; at universities, according to sources, recruitment targets were set for students to sign military contracts.

The Russian authorities are gradually exhausting the cheap categories of recruits. Sources in military enlistment offices and military units say directly that people are increasingly being recruited from among detainees, convicted individuals, people with serious illnesses, and socially vulnerable groups.

There is another important signal: on July 27, Putin increased the authorized strength of the Russian army for the third time in six months, to 1.535 million servicemen. In the past, increases in the authorized strength of the military have already preceded major recruitment campaigns, including the 2022 mobilization.

At the same time, over the past few years Russia has built a much more effective administrative conscription system: an electronic military registration database, electronic summonses, the ability to automatically impose restrictions after a person is entered into the database, and year-round conscription procedures.

Thanks to this system, a future wave of mobilization in Russia may look different from the outside than the 2022 mobilization. It may not be announced in one major decree accompanied by a televised address. It may consist of several parallel mechanisms: coercive contract recruitment, summonses to military enlistment offices, the use of reservists, electronic summonses, work through employers, the police, the Federal Penitentiary Service, and local administrations.

Russia continues its attacks on Ukrainian civilian infrastructure last night.

Every day, Russia kills and injures our people, brings grief and suffering. Russia has not stopped doing that since the day of the full-scale invasion. Russia is not interested in peace, it needs to be forced to peace.

▪️ Poltava region: Not a single gas station remains intact in the Opishnyanska community. A Russian Shahed drone attack also damaged four residential properties.

▪️ Zaporizhzhia region: Russian drones damaged residential buildings, garages, cars, and a garage cooperative. Two apartment buildings were also damaged by the blast wave and debris. Fortunately, there were no casualties.

▪️ Sumy: Overnight strikes with guided aerial bombs injured 14 people, including a 14-year-old child.

▪️ Mykolaiv region: During last night’s drone attack, an educational facility in the village of Yuriivka, within the Snihurivska community, was damaged. No one was injured.

▪️ Kherson: At around 9 a.m., Putin’s forces attacked a taxi with a drone in the Korabelnyi district. One person was killed.
