What makes Iran especially difficult is that the government cannot speak with one voice. Agreements and demands differ depending on who picks up the phone. The nominal "religious leaders" are inconsistent, varied, and dogmatic. And they are only nominally "in power" - a very fluid situation that is most likely to dramatically change in the weeks and months to come.
