@MichyNYU I took a further look at this. Apparently, the Senate leadership deliberately engineered the calendar to make the July 2 session legally mandatory. I can find no other examples of the majority party obstructing a President from their own party. Only Trump.

Don't know what the standards were for this statute, but that is likely what happened. Have no idea whether the decision was correct.
