Build a JACKPOT - route a fixed % of swap fees and/or LP fees into a fixed, publicly visible jackpot that keeps growing until the end of the World Cup.

Ideally denominated in stables or ETH (sell $PITCH at market if you have to, no big deal).

At the end, all holders of the winning country's card + that country's player cards split the prize pool pro-rata.

I've seen successful cases of this and it actually works. The prize pool could be massive - potentially bigger than payouts for Dota, CS, or LoL champions.
