Never mind, I found that You can use Azure DevOps Demo Generator to extract an existing project to ZIP file and then create a new Project with ZIP file.

With these new cmdlets you can do things like:
* deploy your management group heirarchy
* deploy role defs and assignments to any scope
* deploy policy defs and assignments to any scope
