The best thing to do is check each press’s submission guidelines. If they don’t specify, looking at past books they’ve published or even reaching out to ask can help.
@GregoryELucas It varies from press to press. Some poetry publishers prefer a mix, where about 50-70% of the poems have been previously published in magazines, while others might be fine with nearly all of them being published, as long as you still have the rights.
