In Pakistan, the real question isn’t just how many generals we have. It’s where their money – and their families – quietly end up: London, New York, Dubai, Toronto.

Global investigations like the #PandoraPapers showed that relatives of top Pakistani generals used offshore companies to buy expensive properties abroad while the country slid deeper into debt.

One example: the wife of Lt Gen Shafaat Ullah Shah, then a senior general close to Musharraf, acquired a 1.2 million dollar London flat in 2007 through an offshore structure – revealed only when the Pandora Papers leaked.

Later reporting and land records showed the same general buying a 1.4 million dollar luxury apartment in Manhattan; these assets stayed outside any serious public scrutiny for years.[factfocus]
Recent “Dubai Unlocked” data has also shown that around a dozen retired Pakistani generals and other security elites own high‑end properties in Dubai’s most expensive districts.

This sits on top of a vast domestic military business empire – Fauji, AWT, DHA, Shaheen, Bahria and others – that runs banks, fertilizer, cement, real estate, food and more, making the armed forces Pakistan’s largest corporate group.

That fusion of khaki and capital gives senior officers privileged access to land, licenses and credit that ordinary Pakistanis – and even civilian businessmen – can only dream of. Moving wealth to London, Manhattan or Dubai then becomes a matter of choice, not chance.

Owning offshore companies or foreign property is not automatically illegal. But when a security establishment that lectures civilians on “corruption” hides assets behind offshore fronts and foreign properties, the moral high ground disappears.

We do not yet have a full registry of every general’s overseas assets. What we do have – from Pandora Papers, Dubai leaks and targeted investigations – is enough to show a pattern: military privilege at home, quiet capital flight abroad.

So when Pakistanis are told there is “no money” for schools, hospitals or pensions, they are entitled to ask: who paid for the London flats, Manhattan condos and Dubai portfolios – and on whose salary scale?
