By imposing sanctions on the Philippine Secretary of National Defense, China is striking at the sovereign decisions of the Republic of the Philippines. As a Cabinet official and the President’s alter ego on defense and security, Secretary Gilberto “Gibo” Teodoro articulates and implements national policy. Punishing him and his family for doing so is a direct affront not only to him, but to the President, the Philippine state, and our constitutional order.
This marks a clear escalation in China’s pattern of coercion and intimidation against a smaller neighbor that, despite repeated provocations, has consistently responded with diplomacy, restraint, and adherence to the rule of law. The Philippines has chosen legal remedies, including the legally binding 2016 arbitral award, and transparent, rules-based engagement instead of brinkmanship.
By sanctioning a sitting Cabinet member for defending an arbitral ruling and asserting rights guaranteed under international law, China diminishes its own standing in the community of nations. Such actions undermine its claim to be a responsible major power and only strengthen the resolve of democracies — big and small — to stand together against coercion.
In a statement on Thursday, June 11, China's foreign ministry said Teodoro has repeatedly made comments that "[undermine] China’s legitimate interests and [sabotage] China-Philippines relations."

The Integrated Bar of the Philippines (IBP) released an official statement on the legitimacy of the Senate quorum held on Wednesday, June 3, 2026.
IBP cited the Supreme Court decision on the landmark case of Avelino vs. Cuenco.
“In short, the Senate session of June 3, 2026 was lawful and valid following the Avelino doctrine because a quorum of 12 Senators was constituted. NBI CHIEF: DEFENSOR ALLEGEDLY PAID ₱5M EACH TO 18 EX-MARINES
JUST IN: Former Representative Mike Defensor allegedly paid 18 ex-Marines ₱5 million each to testify and appear at press conferences regarding the flood control scandal, National Bureau of Investigation (NBI) Director Melvin Matibag revealed in a press conference on Thursday, June 4.
Matibag stated that the agency secured testimony from an individual with close ties to the 18 former Marines who exposed Defensor’s alleged involvement.
The NBI chief added that subpoenas have already been issued to investigate both the former lawmaker and the ex-Marines.

House Speaker Faustino “Bojie” Dy III congratulated acting Senate President Sherwin Gatchalian on assuming his new post, expressing confidence in his leadership.
