War on the Rocks commentary written by @jessehumpal says an Aug 2025 National Guard Bureau memo told every state to stand up “quick reaction forces” for civil disorder, standardizing timelines, curricula and equipment, before a Supreme Court order blocked a Guard deployment to Chicago. It warns federally defined domestic “readiness” can become a default, narrowing governors’ flexibility to design and lead their guards the way that makes sense for their states, and leaving states to absorb backlash and lawsuits if deployments go wrong.
