So former Barca president Nunez, their best and longest serving President, started two sets of payments:

1. He paid tax inspectors who were investigating his companies, leading to systemic corruption inside the tax agency. He was caught, convicted and SENTENCED for it.

2. He started paying Negreira, the vice-president of Spain’s refereeing committee. Four Barca presidents after him continued those payments for decades, until they were eventually uncovered by the tax authorities and are now being prosecuted.

There are a lot of striking structural similarities between these two cases.
Both points to systemic corruption of the authorities themselves.

Aquí tienen a Iturralde González, árbitro ascendido por Enríquez Negreira, que arbitró en Primera División durante 17 años. El 29 de noviembre de 2010, día en que arbitró el 5 a 0 del Fútbol Club Barcelona al Real Madrid, Negreira le invitó a comer y a cenar en su restaurante. Iturralde confiesa que el método de ascensos y descensos de los árbitros era totalmente arbitrario y que en la decisión participaba Negreira, que cobraba del Fútbol Club Barcelona.
