The people that fled East with nylon bags and an empty bank account want you to believe they "developed" Lagos. Know this, that constant repetition of that rhetoric is very deliberate. The ultimate goal is political power. They need you to believe they "developed" Lagos so that when they demand political power, they would have already won the narrative war. Never fall for it! If they didn't develop the land they fled from to seek a viable future in Yorubaland, their claim of having "developed" Lagos will remain a joke. To the ibos, eventually, when your words and deeds lead to the destruction of the ibo presence in Yorubaland, you will have all the time to channel that "developmental" spirit into developing that your landlocked, erosion-ravaged and barren jungle called SE.
