I addressed the media this morning regarding the role of sanctions in dealing with impunity by the regime. Here is the press statement:
ON SANCTIONS AS A TOOL AGAINST IMPUNITY!
The reason we call for sanctions on Gen. Museveni and his officials, and why we celebrate when they are imposed, can be summarized in one word: IMPUNITY.
We live in a country where the regime has effectively captured, undermined and disempowered all accountability mechanisms to the extent that they can no longer hold anyone connected to the regime responsible for wrong doing.
Take an example of Anita Among. She embezzles billions of public funds and evidence is supplied to the public. Instead of calling her to account, Gen. Museveni comes out to support, defend, and protect her. Instead of going after her, law enforcement agencies go after the whistleblowers to a point that some have to go into hiding or flee the country. That is IMPUNITY.
You remember how some activists spent months in prison for protesting against the theft of iron sheets meant for Karamoja, while the thieves were merely rewarded. Impunity.
Because of impunity, the Police will not summon Among for questioning. The IGG will not investigate her. The DPP will not sanction charges against her. The courts of law will not summon her. The Auditor General's silence will be bought with another 'service award'. Any MP who tries to raise the issue on the floor of Parliament will be quickly humiliated and silenced by the same Among. IMPUNITY.
She then continues to live large while enjoying her stolen money. Nobody will touch her. No institution will investigate her. No one will call her to account. IMPUNITY! That is how those who have killed hundreds of our people continue to elude justice.
That is why the people who abduct, torture and rape our supporters are moving around scot-free, many times given red-carpet reception at national functions. Because like other institutions, the Uganda Human Rights Commission has been effectively co-opted and destroyed. You have seen Wangandya mock the victims of abduction and torture of opposition supporters. She is even trying to silence the victims of rape and sodomy while in military custody and intimidating their families. That is impunity.
Citizens are then left with two choices - firstly, to rise up and put an end to this nonsense. Secondly, to appeal to the international community to take measures - including sanctions - which the regime refuses to take against its corrupt and criminal officials.
Travel bans, asset freezes and other sanctions may not put the corrupt and brutal officials behind bars for messing up our country, but they deny them the opportunity to travel, invest stolen funds, and enjoy life in other countries that have their act together; countries whose leaders have sacrificed to make life better for their citizens!
They deny regime officials the chance to run away from the consequences of their evil actions! They re-assert the duty of civilised nations: to never sit by and look on as the actions of a few individuals threaten the lives and livelihoods of whole countries.
These regime officials have destroyed and underdeveloped and looted Uganda just because they think they can enjoy life with their families in developed countries, using the money stolen from Uganda's tax payers. Now it is time for them to lay in the bed that they have made.
They will have to stay in Uganda, go to Ugandan hospitals, use Ugandan roads — and even start using Ugandan cosmetics.
While appreciating the international community for the sanctions so far imposed on corrupt and brutal officials, we can only request that they do more and more.
