@soulfallin IFrom my experience it's totally up to the ticketing organizer. I've had concerts where
1. They enable Transfer/Resell days after General Sale
2. They enable Transfer/Resell weeks/days before the concert date
3. They don't enable it at all.

I suggest contacting AEG to confirm
