Had a few suggestions of associations/museums but so far none have got back to me. None of the named people are alive anymore which is unfortunate.

The crimes are down but the reporting is amplified by social media, so people think it happens everywhere all the time. 522 homicides in England and Wales, with a population of 61.1 mil. The lowest it has been since 1977.

@SailorPeachh Ah, it might be the aspect ratio then. If they expected a taller picture it has filled the void. Maybe add more white to the top? My last passport photo didn't like my hoodie either. But I was outside the "use this code to guarantee the photo is accepted" window.
