The Last Jedi is bad as a film because it doesn’t follow through on its own themes, which is plain bad writing. Another problem there is that those themes were always in the original SW lore, but the movie itself ignores that fact for cheap blows

The Last Jedi is a really bad movie, man, especially a bad Star Wars movie, but Rise of Skywalker is just one of the worst films ever made in any franchise and for a Star Wars film it’s just a complete ball of piss. Way worse than TLJ
