@ChrisHalicke @BigShotBryan All cap systems have a cap and floor, as @ChrisHalicke said as well as profit sharing so all teams can spend up to that cap. The cap and floor are tied to a % of profit that the league makes. This amount is negotiated by the players union and goes up as the league profits go up.
