My hometown of Philly is a perfect example!
Philadelphia Sheriff Rochelle Bilal made highly critical remarks about ICE agents during a press conference (along side our far left DA Larry Krasner), in response to Minneapolis. She (and hopefully she knows better) referred to ICE agents as "made-up, fake, wannabe law enforcement" and stated that real law enforcement professionals do not wear masks to conceal their identities or engage in certain tactics (e.g., shooting at moving vehicles).
She warned that if ICE agents enter Philadelphia and commit a crime, they will be identified, arrested, and prosecuted, and that no one will "whisk you off," and "the criminal in the White House" (referring to President Trump) won't protect them.
She also, speaking directly to ICE, threatened: "You don’t want this smoke, cause we will bring it to you.”
And BTW, and no surprise given this type of harmful & dangerous rhetoric, our recent ICE protests included armed (with rifles) members of the Black Panther group!!!

This is an extremely important point: you're only seeing chaotic ICE raids in blue sanctuary cities where local officials are fighting against federal law enforcement.
