It starts with making them legal (currently they’re illegal in almost every neighbourhood in almost every city in North America, Australia/NZ, etc). Corner coffee shops, convenience stores, etc. If you’re serious about walkable, “complete,” “15-minute ‘hoods, this is obvious.
