Companies rely on tracking information that is just city based and expect that fraudsters have not figured this out yet in order to allow them to charge for goods they never even attempted to ship to you. Check UPS and FedEx with random tracking numbers to find one in that city!

Had a similar situation with PayPal purchase, called PayPal with a rep on the phone, then called UPS (3 way call) and had them confirm that the tracking number was not for my address, nor from the company that the transaction was with. Got an instant refund.
