I built out a few of these daycares 15 years ago. They have been running this scam for years. The operator was paying 40k a month in rent and had 20 people in the facility a day. I asked the manger running the facility how can they possibly make enough money operator the facility and she explained to me that once they have peoples social that’s on Medicare or Medicaid they just continue to bill out for them everyday that they’re there or not.
