You're correct that if you sell personal goods for a loss there is no reportable income. But the platforms don't know your basis in those goods. So if you cross that $600 threshold they will issue you a 1099-K, which is going to confuse millions of folks when they get them.
"If you’re selling personal items at a loss, the reporting doesn’t affect you, Bronnenkant said. For instance, if you purchased a dining-room table for $1,000 and sold it for $600, this amount would not be subject to income tax or result in PayPal sending you a 1099-K."
