Neely had a record of assaulting people on and off the train, he was verbally threatening passengers before they subdued him.

@krassenstein @Ali_E_Rey You’re assigning intent to kill. People have a right to self defense, Neely was threatening people with bodily harm/death, and Penny and the 2 other men subdued him. Though unfortunately Neely died, the force used was proportional to the threat presented.
