I keep hearing stuff about this, I will tell you what I think is the reasons for Rhiannon Limited.
and this is coming from someone who likes Ms. Stranger more than Merel.

She encapsulate the entirety of the 3.0 series.
People only really talk about war stuff but let's look at each of the patch shall we.

3.0, We have Sentinel, pushed into a war, she only really dreamt of making clothes. We see Merel tries to escape.

3.1 Rubuska and her family literally gaslit themselves into thinking they are from a vampire linage, Corvus is a literal storm variant, first of many on this series.

3.2 Beryl can predict fate and tries to change it for the better but can't, until the "storm" where the possibility of changing fate now exist.

3.3 Primary lore chapter, but we see Urd and the Amber Room experiments which is connected to probably how Merel became and was easily found as Rhiannon. We also have another storm variant, Galina who literally talks to Merel and foreshadows the story.

3.4 Reed, tries desperately to extend her life. Even though she is technically immortal as in she will be revived eventually. She thinks that without her current memories, the new Reed can never be her. (If you still can't put it together, this is a storm variants analogy)

3.5 Muriel literally sees only Teresita on Ramona, but Ramona refuses, as she thinks that she is not Teresita anymore and she is her own self.

3.6 This one is a little more out there, because I haven't been able to think much about this, it's too recent. The residents of the Toy Box started acting less like NPCs but more of what they are based off, but it is still not them. Enigma's acceptance and moving on to a new role can also be seen a accepting what happened and accepting the new.

This is what Merel has gone through, she hated her current situation, tried to escape, failed. But deep down wanted a different better life, the one she wanted from the very beginning.
and Rhiannon, how characters react to her is literally explored in previous patches, she looks like Merel but it's no longer her.

Merel is more of the main character on 3.7 than Ms. Stranger, and Rhiannon might not be her, which people should really accept, but it is still her realized ideals from even her school days, which btw the tracking thing that Creius injected to her might be related on how seemingly perfect her new life is to what she is writing on her childhood and not just related to how fast Rhiannon was found.

I would say if Ms. Stranger would be a limited, it should've been on Mystery Box Carnival. But as it stands she has not enough story importance in the series as Merel does. She has more story importance on 2.0 series.
