@BM_BLUES1878 A level playing field isn't letting them all spend what they want it's saying to Newcastle and City and probably Liverpool off you all go and become the three monoliths in the league. PSR is more level than uncapped spending.

A salary cap would be better but unlikely

@mrdaniel989 They can announce the eventual punishment but city don't have to be enforced it till after the appeal this is actually very good because it tells everyone what the outcome would be including city who can plan for it before it happens like if they find out pre Jan for example
