An eo like the one you metioned is not legally binding since it enforces no law, it’s only a statement of the presidents wishes. No eo is inherently legally binding void of any other law
@Jimbeanjacklink@JamesSurowiecki No, executive orders are just recommendations from the president to employees of the executive. Laws, court rulings, levies, and regulations are official government actions. None of which hae anything to do with eo’s.
