WHAT ARE THE BASES OF THE CHARGES?
ICC charges Duterte with three counts of murder as crimes against humanity: Count 1 for killings in Davao City during his mayoral term involving 19 victims; Count 2 for the murders of 14 “high-value targets” across the Philippines during his presidency; and Count 3 for murders and attempted murders in barangay clearance operations affecting 45 victims between 2016 and 2018.
Deputy Prosecutor Mame Mandiaye Niang said Duterte is criminally responsible as an “indirect co-perpetrator” in the so-called “common plan,” which was carried out by his co-perpetrators, including law enforcement groups, civilians, and the Davao Death Squad. The “common plan” refers to Duterte’s anti-drug policies, which allegedly involved systematic killings, torture, and other crimes to “neutralize” suspected drug offenders. | Edjen Oliquino
